NEW DELHI: The Jammu and Kashmir Police have made a significant breakthrough by arresting two terrorists in the Poonch district, according to Anand Jain, the additional director general of police (ADGP) of J&K. The arrests have led to the resolution of several grenade attack cases in the region.
“We have got a big achievement because we have arrested two terrorists who had carried out activities like grenade lobbying, anti-national posters were put up.Grenades were thrown at Gurudwaras, temples, hospitals, and army bases,” Anand Jain told ANI.
He emphasised that the terrorists aimed to disrupt the communal harmony in the area.
The White Knight Corps reported that a joint operation by Rashtriya Rifles and Jammu and Kashmir Police, based on specific intelligence, resulted in the apprehension of the two terrorists in Poonch.
The operation dealt a significant blow to the terror nexus, as arms, ammunition, and grenades were recovered from the suspects. The arrested individuals were involved in various terror activities, including grenade attacks on religious sites and hospitals, terror financing, propaganda, and arms smuggling.

In a separate incident on Friday, security forces apprehended a terror-linked individual in the Dundak area of the Surankote Sector in Poonch district. Four grenades were recovered from the suspect, and the arrest is expected to provide crucial insights into recent terror incidents in the frontier district.

NEW DELHI: Supreme Court on Thursday declared all Bangladeshi migrants who entered Assam on or after Mar 25, 1971, as illegal migrants. Given the grave adverse impact they have had on the state’s culture and demography, the Union and state govts must expedite their identification, detection and deportation, SC said.
A five-judge bench delivered this verdict by four to one majority while upholding the validity of Section 6A of Citizenship Act, which was introduced in Dec 1985 in sync with the 1985 Assam Accord that Rajiv Gandhi govt signed with students’ unions, which were agitating against massive illegal influx of Bangladeshis.The section’s validity was challenged in SC on the ground that it differed from the cut-off dates prescribed in Constitution for grant of citizenship.

SC decides to monitor detection & deportation of aliens from Assam

Under Section 6A, those Bangladeshi migrants who entered Assam before Jan 1, 1966, would be deemed Indian citizens, whereas those who came to the state between Jan 1966 and March 24, 1971, were to be given citizenship after 10 years subject to certain conditions.
While the majority opinion running into 185 pages, authored by Justice Surya Kant for himself and Justices M M Sundresh and Manoj Misra, went beyond the validity of Section 6A and delved into the cultural and demographic crisis faced by inhabitants of Assam because of illegal influx of Bangladeshi migrants and prescribed remedial steps, CJI D Y Chandrachud stopped at upholding the validity of Section 6A. Justice J B Pardiwala dissented and quashed Section 6A prospectively.
Illegal entry of Bangladeshis, which has been going on since the country’s partition in 1947, has been a wedge issue with BJP and AGP campaigning against it as a threat to the country’s integrity and security and a “plot” to change the demography in border areas, and their opponents accusing them of exaggerating the problem due to the Muslim faith of the illegal immigrants.
The issue, which played a major role in BJP’s rise as the dominant force in Assam at the expense of Congress and, interestingly, AGP, has already become a key theme in the approaching Jharkhand polls.
Justice Kant dealt with the situation arising from unchecked infiltration of Bangladeshi migrants threatening to swamp Assam, and referred to a two decade-old judgment in Sarbananda Sonowal case in which the SC had observed that “there can be no manner of doubt that the state of Assam is facing ‘external aggression and internal disturbance’ on account of largescale illegal migration of Bangladeshi nationals”.
“Immigrants who entered Assam on or after March 25, 1971, are not entitled to the protection conferred vide Section 6A and, consequently, they are declared to be illegal immigrants. Accordingly, Section 6A has become redundant qua those immigrants who have entered Assam on or after March 25, 1971,” Justices Kant, Sundresh and Misra said.
The majority held that the directions issued for identification, detection and deportation of illegal Bangladeshi migrants who entered Assam after Mar 25, 1971, must be implemented expeditiously. Importantly, it said five laws – Immigrants (Expulsion from Assam) Act, 1950; Foreigners Act, 1946; Foreigners (Tribunals) Order, 1964; Passport (Entry into India) Act, 1920; and Passport Act, 1967 – must act in tandem to give effect to the legislative objective of Section 6A, that is not to permit any illegal Bangladeshi migrant to enter Assam after March 25, 1971.
Finding that the SC’s directives in the Sonowal judgment had not been implemented properly even after 20 years as only 97,714 cases were pending before Foreigners Tribunals even though millions of illegal Bangladeshi migrants have entered the state, the SC decided to monitor progress of detection and deportation of such migrants from now.
“Implementation of immigration and citizenship legislations cannot be left to the mere wish and discretion of the authorities, necessitating constant monitoring by this court,” Kant said.
In his 94-page opinion, CJI Chandrachud said, “The legislative objective of Section 6A was to balance the humanitarian needs of migrants of Indian origin and the impact of the migration on the economic and cultural needs of Indian states. The two yardsticks employed in Section 6A, that is migration to Assam and the cut-off date of March 24, 1971, are reasonable.”

Aasu terms SC seal on Sec 6A ‘historic’, ex-NRC coordinator flags data flaw

All Assam Students’ Union (Aasu), the force behind the six-year-long mass movement against infiltration that led to the Assam Accord of 1985, celebrated Thursday what it termed a “historic” second victory in the fight to save the state’s identity and demography after SC upheld the constitutional validity of the key citizenship clause brought by amendment to implement the tripartite agreement.
Samujjal Bhattacharjya, Aasu’s chief adviser, said the SC ruling on Section 6A of the Citizenship Act “effectively endorses the Assam Accord” as the commitments in the pact hinge on implementation of this clause that was challenged in court. “We wholeheartedly welcome the SC verdict. It has established that the Assam agitation was undertaken for genuine reasons, and all provisions stand legally validated.”
Senior Gauhati HC advocate Bijan Kumar Mahajan said people, irrespective of caste, creed and religion, ought to now acknowledge the sanctity of Section 6A. “Since our student days, we have faced the dilemma of whether 1951 or 1971 is the base year for determining citizenship. The wait is over. It is the beauty of the Indian judiciary that a Constitution bench of the apex court has upheld Section 6A by a 4:1 majority.”
Abhijeet Sarma of Assam Public Works, the original petitioner in the case that led SC to order an enumeration exercise to update the NRC in the state, described the validation of Section 6A as “a historic resolution of the controversy”.
He flagged doubts about the authenticity of the data in the updated NRC and the delay in ordering its verification as a hurdle to implementing the Assam Accord despite SC’s order. “What about the future of the Assamese people? Even today, the answer to this question is an authentic NRC. SC’s verdict, in fact, highlights NRC’s relevance.”
Retired IAS officer Hitesh Dev Sarma, the former NRC coordinator in Assam, was among those who struck a discordant note about SC upholding Section 6A as constitutionally valid. In a social media post, he termed the judgment “a disheartening development” and “a terrible day for Assam”.
He said the BJP-led state govt not moving SC for a comprehensive review of the NRC may have already paved the way for citizenship to foreigners whose names were included in the updated citizenship rolls based on allegedly faulty credentials. “Chances are the current NRC with lakhs of foreigners’ names will now be declared the final document.”
The core of Section 6A is that immigrants who entered Assam before Jan 1, 1966, will enjoy all rights as citizens, while those who came to the state between Jan 1, 1966, and March 25, 1971, will be subject to checks and compliance with case-specific requirements.

NEW DELHI: Prices of several essential drugs used to treat conditions such as asthma, glaucoma, thalassaemia, tuberculosis and mental health disorders, are expected to rise, as govt has approved a 50% increase in their ceiling price.
Regarding the reason behind the decision, the govt, in a statement on Monday, said, “The National Pharmaceutical Pricing Authority (NPPA) has been receiving applications from manufacturers for an upward revision of prices, citing various reasons such as increased costs of active pharmaceutical ingredients, rising production costs, changes in exchange rates, and more, which have resulted in the unviability of sustainable production and marketing of drugs.Companies have also applied for the discontinuation of some formulations due to their unviability.”
“After detailed deliberations held on Oct 8, invoking extraordinary powers under Para 19 of DPCO-2013, and in larger public interest, NPPA has approved increase in the ceiling prices of 11 scheduled formulations of eight drugs by 50% of their current ceiling prices,” it added.
The eight drug formulations for which ceiling prices have been revised are: Benzyl Penicillin 10 lakh IU injection; Atropine injection 06.mg/ml; Streptomycin powder for injection 750mg and 1000mg; Salbutamol tablet 2mg and 4mg and respirator solution 5mg/ml; Pilocarpine 2% drops; Cefadroxil tablet 500mg, Desferrioxamine 500mg for injection; and Lithium tablets 300mg.
Most of these drugs are low-cost and generally used as first-line treatment crucial to public health programmes. “The price revision is unlikely to impact patients significantly as most of these drugs are available for free to them at govt hospitals and through public health initiatives meant to provide free treatment,” said a senior official.
NPPA had exercised its powers in 2019 and 2021 to increase the prices of 21 and nine formulations, respectively, by 50% to ensure continued availability of essential drugs for the public.

In a significant achievement for India, Dr S Somanath, secretary of the department of space and chairman of Indian Space Research Organisation (Isro), received the IAF World Space award for 2024, in Milan, on Monday.
The recognition was conferred for the Indian space agency’s success with the Chandrayaan-3 mission, which marked a significant leap in lunar exploration.
“ISRO is honored to announce that Dr.S. Somanath, Secretary DOS and Chairman ISRO, has received the prestigious IAF World Space Award for Chandrayaan-3’s remarkable achievement 🌕🚀. This recognition celebrates India’s contributions to space exploration. Celebrations underway in Milan 🇮🇹 as we continue to strive for new frontiers,” announced Isro on social media.

The International Astronautical Federation (IAF) had announced the award in June for outstanding contributions in space science and space technology. Isro chief Somanath received the award on Monday.
“Chandrayaan-3 mission by Indian Space Research Organisation exemplifies the synergy of scientific curiosity and cost-effective engineering, symbolizing India’s commitment to excellence and the vast potential that space exploration offers humanity. Rapidly unveiling previously undiscovered facets of the Moon’s composition and geology, the mission stands as a global testament to innovation. Achieving a historic milestone, Chandrayaan-3 becomes the first to touch down near the lunar South Pole, showcasing both aspiration and technological prowess on an international scale, the IAF had said.
Calling it a “global testament to innovation”, the IAF said that Indian Space Research Organisation’s Chandrayaan-3 mission “exemplifies the synergy of scientific curiosity and cost-effective engineering, symbolizing India’s commitment to excellence and the vast potential that space exploration offers humanity.”
“Achieving a historic milestone, Chandrayaan-3 becomes the first to touch down near the lunar South Pole, showcasing both aspiration and technological prowess on an international scale,” added the international space advocacy organisation.
Last year, the IAF bestowed this award to Elon Musk, recognising for his contributions to the field of astronautics as head of SpaceX. The agency acknowledged Musk’s “visionary understanding of the role and importance of astronautics to humanity’s future combined with a willingness to commit his own resources, life and drive and ability to make it happen through Space Exploration Technologies Corporation (SpaceX).”

NEW DELHI: Highlighting serious concerns in the functioning of madrasas across the country and their failure to connect Muslim children to the mainstream, the National Commission for Protection of Child Rights has written to all states and Union Territories recommending that state funding to madrasas and the Boards running them be stopped and the latter be disbanded.

“Madrasas Boards pose multifaceted challenges to the realisation of rights of children, from not providing quality education to exclusion from mainstream education to lack of accountability,” states the NCPCR’s report titled ‘Guardians of Faith or Oppressors of Rights: Constitutional Rights of Children vs. Madrasas’. The Commission argues that constituting a Board or adhering to Unified District Information System for Education (UDISE) Codes does not mean that the madrasas are following the provisions of Right To Education Act 2009 (RTE).
Recommending that children from the Muslim community who are attending madrasas should be enrolled in formal schools, the commission which has sent its report to all states with the letter underlines that “religious education cannot be at the expense of formal education which is a fundamental right under the Constitution of India.”
The commission has also recommended that all non-Muslim children enrolled in madrasas without consent of guardians or parents be taken out and admitted in schools for receiving fundamental education. Pointing out that Article 28 of the Constitution prohibits the imposition of religious instruction without consent of parents or guardians in case of minors, the report states that largely the states/UTs could not furnish the consent of parents of non-Muslim children for letting their children attend madrasas.
Data shared by states which have Madrasa Boards shows that there were 9,446 non-Muslim children in madrasas in Madhya Pradesh followed by Rajasthan (3,103), Chhatisgarh (2,159), Bihar (69) and Uttarakhand (42) which comes to a total of about 14,819. The Madrasa Board in Odisha said there were no non-Muslim students enrolled and Uttar Pradesh and West Bengal did not provide the data as per the report.
In the letter to chief secretaries, NCPCR chairperson Priyank Kanoongo said, “the exemption of religious institutions from RTE Act led to exclusion of children attending only religious institutions from the formal education system in keeping with RTE.”
“What was intended to empower children ultimately created new layers of deprivation and discrimination due to wrong interpretation,” Kanoongo added.
NCPCR states that the madrasas while providing religious education are not following the principle of secularism. “Also the exams administered by the Board of Madrasa Education and the books prescribed are not as per the curriculum given by NCERT and SCERT, keeping the students of Madrasas behind those who fall within the purview of RTE,” the report states.
The NCPCR report also drew attention to the need to map the unmapped madrasas in the country. “There are 19,613 recognised madrasas and 4,037 unrecognised madrasas in the country (UDISE+ 2020-21). The enrollment for recognised Madrasas is 26,93,588 and for unrecognised Madrasas is 5,40,744,” it is stated. “Based on the estimation of 1.1 crore Muslim children that are out-of-school and attending madrasas, there could be more than 80,000 unmapped madrasas in the country,” the commission noted with concern.

JAMMU: At just 29 years old, Shagun Parihar made history as the youngest winner of the 2024 J&K assembly elections. But her victory in Kishtwar, a district often marred by militancy, is more than just a political triumph — it is deeply personal.
Shagun’s candidacy is poignant, rooted in personal tragedy. Hizbul Mujahideen terrorists gunned down her father and BJP functionary Ajit Parihar and her uncle Anil Parihar near their home before the panchayat elections on Nov 1, 2018.
In a heartfelt speech Tuesday, she emphasised the heavy toll that years of conflict have taken on her community. “We have lost a large number of our soldiers. I have lost my father, and some have lost their brothers and sons. My first effort will be to ensure that every child here has the shadow of a father over his head, that there is peace and prosperity in the area. My efforts will be to bring happiness to every home.”
Initially focused on her academic pursuits — she is currently pursuing a PhD —Shagun had no intentions of joining politics. Yet, her family legacy, combined with a sense of duty to her community, led her to step into the political arena.
Shagun is one of just three women to have won in these elections. But her victory was no easy feat. She triumphed over Sajjad Ahmed Kichloo, a former minister and a prominent figure from NC and Firdous Ahmed Tak from PDP. In a tightly contested race, she secured 29,053 votes, defeating Kichloo by a slim margin of just 521 votes.
By fielding Shagun, BJP made a strategic move to broaden its appeal in Kishtwar’s diverse religious landscape. With a large Muslim population and a smaller Hindu community, the district has long been a stronghold for NC, which had won the seat five times. BJP had first claimed the constituency in 2014, when Sunil Sharma won, but this latest win by Shagun has a deeper resonance for the people of Kishtwar.
During the campaign, PM Narendra Modi acknowledged the gravity of Shagun’s personal history. Referring to her slain father and uncle, he said: “She is not just our candidate; she is the living example of BJP’s resolve to finish off terrorism.”
As Shagun begins her new role, her focus remains clear: the safety, security, and prosperity of her community. “This victory is not just mine. It belongs to the people of Kishtwar,” she said.

NEW DELHI: The Central Bureau of Investigation on Monday provided a detailed information of how the NEET UG paper leak scam unfolded. It said that nearly 144 candidates had paid “huge amounts” to get access to the leaked question papers which were unlocked using “sophisticated tool kit.”
“The CBI has also identified 144 candidates present in these locations who were beneficiaries of this paper leak and necessary legal action is being initiated against them; 21 mobile phones used by the main accused in this case have also been recovered from various water bodies with the help of the divers by the CBI,” the agency said.
In its third chargesheet filed on Monday, the CBI had named Pankaj Kumar as another accused who allegedly stole the question papers from Hazaribagh school in collusion with its principal Ahsanul Haque and vice-principal Md Imtiyaz Alam.
“Pankaj used a sophisticated tool kit to open and seal the trunk. This tool kit was seized by CBI from the residence of Pankaj Kumar,” a CBI spokesperson said.
“Only those candidates who paid money in advance were allowed to enter these locations. The candidates were subsequently allowed to leave for their examination centres after 12.15pm, but were prohibited from carrying the printed copies with them,” the spokesperson added.
The crime reportedly took place after trunks containing the exam papers arrived at the school from the bank vault shortly after 8am on May 5, the day of the examination, according to sources.
The probe agency has arrested 49 individuals, including the main conspirators and those involved in solving the exam, with 40 of them having been charge-sheeted in three reports submitted thus far.

BENGALURU: India, whose lunar ambitions have been more clearly articulated now than a decade ago, is firing on all engines with the National Space Commission, the apex body that decides on space missions, clearing the fifth lunar mission — the Lunar Polar Exploration Mission or Lupex.
Unlike missions Chandrayaan 1 to 4, this will be jointly implemented by India and Japan, but is part of India’s lunar series that eventually aims to send an Indian to the Moon and bring her/him back.The Union cabinet cleared Chandrayaan-4 on Sept 18, and Lupex will be put up for cabinet clearance soon, although the space commission nod gives Isro the go-ahead to work on the mission.
“We wanted some more approvals [from cabinet] to happen. Possibly, in the coming days, they will also get approved… We have to have a series of Chandrayaan missions which will build up the capability from the current level to the one which will actually send humans to land on the Moon and bring them back,” Isro chairman S Somanath told TOI in an exclusive interview.
Lupex is a mission aimed at exploring the Moon for water and other resources and gaining expertise in exploring the surface of the Moon.
Long-term lunar vision
“At present, it is at the technical discussion level. Commitment from the Japanese side is known. They have assigned the development of the rover to a firm. Also, their govt has allocated money for the project and they’ve identified their launcher for it,” he said. Although Isro and Japanese space agency Jaxa signed an agreement in 2017, one of the challenges that prevented work on Lupex after India’s Chandrayaan-2 mission — as was the initial plan — was the inability to demonstrate soft-landing of the lander on the lunar surface.
“…So, we took it up after Chandrayaan-3 soft-landing. We found that the configuration of Lupex spacecraft needed total re-engineering. And, it should also align with the long-term vision of our Moon programme. He added that Isro has completed re-engineering the spacecraft, which called for the development of a new lander engine. “This engine will ultimately be used for human landing on the Moon. That engine, being built by LPSC (Liquid Propulsion Systems Centre), will be part of Lupex, which means we will have the capability early,” he said.
“…The lander is heavier (compared to the initial design) and the rover is also 350kg. Now, how will the rover be taken out of the lander and put on the surface? Such a big rover cannot be carried inside the lander as we did with Chandrayaan-3, we have to mount it externally. Once you’ve done that, how do you remove it and place it on the floor (of the Moon)? We are looking at a sky-crane type of arrangement to do this. All of this was done in the last one year — the relook at the architecture and design,” Somanath said.
Chandrayaan-5?
TOI had reported last year that Lupex would require a more powerful lander engine as the lander size was not comparable with Chandrayaan-3. On the timeline for Lupex, Somanath said: “Both (Chandrayaan-4 and Lupex) should happen parallel to each other. Possibly Chandrayaan-5 should happen soon after Chandrayaan-4, there cannot be much delay. It won’t be that work on Chandrayaan-5 will begin after Chandrayaan-4.”
On whether Lupex has been designated Chandrayaan-5, he said: “We would like to call it Chandrayaan-5 but that will require approvals. We will seek further approvals to fit it under the Chandrayaan series, which will have missions beyond Chandrayaan-5 — we’re looking at what technologies we would need so as to reach the human landing stage.”

Three spectators who went to watch the Indian Air Force‘s air show died on Sunday after the event. They were admitted to hospitals due to dehydration and other issues, but doctors say that the actual cause of death can only be determined after postmortem test results are available.
The air show at Chennai’s Marina Beach caused chaos in the state capital, leaving lakhs of people stranded on roads, Metro, and railway stations.According to the information, a 56-year-old man named John was brought dead to Omandurar government hospital after attending the event in the afternoon.
Omandurar Hospital dean Arvind said that the exact reason for the death, whether it was due to the heat, can only be determined after the post-mortem report is available. Around 30 people were admitted to Omandurar Government Hospital in the evening following the air force show due to the impact of the heat. Most of them were discharged and sent back to their homes.
Massive crowd had gathered at Marina Beach to witness the aerobatics but faced severe difficulties after the event concluded at 1 pm. The spectators attempted to exit simultaneously, resulting in chaos on roads and at metro and suburban stations. Trains at railway stations were overcrowded, with passengers crammed up to the gates of the boggies.
Meanwhile, the Chennai metro announced that trains will be running at a 3.5-minute frequency between Washermanpet Metro and AG DMS Metro, while a 7-minute frequency will be maintained in the Corridor-1 section (Wimco Nagar Depot Metro – Airport Metro).
“As usual, trains running at 7 mins frequency in Green Line (Puratchi Thalaivar Dr.M.G.Ramachandran Central Metro – St. Thomas Mount). The above service timing change is applicable for to Cater over Crowd Metro stations (06-10-2024),” it said in a post on X.

NEW DELHI: Exit polls on Saturday predicted that the Congress will be sweeping back into power in Haryana after a gap of 10 years, while its alliance with the National Conference in Jammu and Kashmir seems to be in a strong position and may form the next government, which last held assembly elections 10 years ago.

Congress to sweep Haryana: Pollsters

Exit polls released on Saturday predicted a Congress sweep in Haryana with the party winning around 55 seats, the BJP 27 seats, INLD 2 seats, JJP 1 seat and others around 5 seats.

In his first reaction to the exit poll results, senior Congress leader Bhupinder Singh Hooda said: “I feel that we will win 65 plus-minus seats. Congress will form the government with a thumping majority.”
Haryana CM and BJP leader Nayab Singh Saini said he was “confident that the BJP would form the government again with a complete majority on October 8”.

“BJP will form the government with full majority. We are confident. Work has been done for every section of society in the last 10 years, and the state has been freed from regionalism and dynastic politics,” said Saini on the exit poll predictions.
The 90 seats of Haryana went to the polls in a single phase on October 5. The majority mark is 46 seats.
The exit polls for the Haryana assembly elections were released shortly after voting concluded around 6pm.
In the 2019 assembly elections, the BJP had won 40 of the 90 seats, forming a coalition government with the JJP, which won 10 seats. However, JJP later broke out of the coalition and BJP relied on independent MLAs to sustain the government. The Congress had secured 31 seats.

Congress-NC have the edge in J&K: Exit polls

Exit polls for the Jammu and Kashmir assembly election have predicted that the Congress-National Conference alliance may win around 43 seats, 3 short of the majority, while the BJP may win 27 seats, PDP 7 and others 13.

With a hung assembly likely, former deputy chief minister of J&K Kavinder Gupta hinted that the BJP is already holding talks with “like-minded” parties.
“It is only in the exit polls that Congress-NC has got these seats, but BJP will emerge as the biggest party once the correct results are out. We are confident of getting more than 35 seats in Jammu province and the remaining from Kashmir. BJP will be in a better condition in Kashmir … Talks are going on with like-minded parties,” Gupta said.
National Conference vice president Omar Abdullah also dismissed the exit poll predictions.
In a post on X, Abdullah said, “I’m amazed channels are bothering with exit polls, especially after the fiasco of the recent general elections. I’m ignoring all the noise on channels, social media, WhatsApp Etc because the only numbers that matter will be revealed on the 8th of Oct. The rest is just time pass.”
The Election Commission of India said that an overall 63.88% voter turnout was recorded in the assembly elections in the Union Territory of Jammu and Kashmir, which was held in three phases: September 18, September 25 and October 1.
The counting of votes for Haryana and J&K will take place on October 8.
