Delhi minister and Aam Aadmi Party (AAP) leader, Kailash Gahlot on Sunday resigned from the party and the government on November 17, months ahead of the scheduled assembly polls in the national capital.

Gahlot, the Najafgarh MLA and the Transport minister in the Atishi-led AAP government, is the second serving minister to quit Arvind Kejriwal-led party and government this year. On April 10, social welfare minister Raaj Kumar Anand resigned.

There has been speculation about Gahlot’s rift with the party for quite some time now. He did not take part in party’s campaign in recently-held Haryana elections. Gahlot’s exit marks the culmination of his rift with the party and his resignation is linked to the Delhi Liquor Policy case.

Division of Portfolios

Gahlot’s dissatisfaction started soon after the arrest of Manish Sisodia, the then deputy chief minister, by Enforcement Directorate (ED) in the Liquor Policy Case in March 2023. Sisodia held as many as 18 portfolios including health, education, revenue, power, water, finance and home. 

Sisodia’s ministries were distributed between Saurabh Bhardwaj and Atishi, who is now the Chief Minister of Delhi.

Worse, the the Law and Justice Department was also taken away from Gahlot and given to Atishi. This clearly indicated that the party’s top leadership didn’t trust Gahlot much, according to reports.

Gahlot, the two-time MLA and a senior minister, perhaps didn’t like promotion of Atishi, a first-time MLA, with the responsibility of important portfolios in the government, said a leader who did not want to be named. And when Atishi became Chief Minister, Gahlot felt his importance in the government and the party is diminishing, the leader said.

Proximity to L-G

Gahlot was known as someone close to Lieutenant Governor (L-G) Vinai Kumar Saxena. The L-G attended many events of the Transport Department along with Gahlot, which was not the case with other AAP ministers

Former Chief Minister Arvind Kejriwal, who was in jail at the time, had delegated Atishi to hoist the flag on Independence Day, 2024. But Delhi’s Lieutenant Governor VK Saxena intervened and, instead asked, Gahlot to do the formalities. Eventually Gahlot hoisted the Tricolour.

In his resignation letter, Gahlot cited “dwindling credibility” of AAP on the issue of cleaning of Yamuna and ‘Sheeshmahal’ – a term used by the BJP for the chief minister’s renovated residence as reasons for his resignation.

Gahlot is likely to join the Bharatiya Janata Party (BJP) and contest the 2024 Delhi assembly polls from Najafgarh seat. Soon after his resignation on Sunday, AAP took ‘Modi Washing Machine’ jibe at the opposition BJP.

The Modi Washing Machine has been activated ahead of Delhi elections. Now many leaders will be taken into BJP through this,” AAP Rajya Sabha MP Sanjay Singh said.

All pet shops and dog breeding centres in the national capital have to register with the Delhi Animal Welfare Board within one month or face closure for non-compliance, according to a public notice.

The move comes in the wake of the Delhi High Court order to ensure accountability and compliance with the laws of the land, and has been welcomed by animal rights activists.

In its public notice dated November 6, the Delhi Animal Welfare Board has mandated that all pet shops and dog breeding centres in the National Capital Territory of Delhi register their establishments within one month.

Failure to comply will result in the shutdown of non-registered establishments, as per rules outlined in the Dog Breeding and Marketing Rules, 2017, and the Pet Shop Rules, 2018, both under the Prevention of Cruelty to Animals Act, 1960, it said.

The Board has enabled online registration via the e-district portal for ease of access, the notice reads.

The move is aimed at bolstering animal welfare and ensuring compliance with legal standards, according to the Board.

Speaking about the notice, Asher Jesudoss, Member of the Executive Committee of the Board, told PTI, “The Dog Breeding & Marketing Rules, 2017, and the Pet Shop Rules, 2018, make it mandatory for pet shops and dog breeding institutions across the country to be registered with the State Animal Welfare Board. It is illegal for any such institution to operate without this registration.”

“Our team visited several pet shops and noted numerous violations in these establishments, including inadequate safety measures, poor hygiene, and inhumane living conditions for animals,” Jesudoss said.

Following an order from the Delhi High Court to ensure accountability and compliance with the laws of the land, the department has intensified its efforts through newspaper advertisements, he said.

He also mentioned that the department plans to broadcast this information on radio and FM channels to reach as many establishment owners as possible, encouraging them to register with the Board.

“Any establishment that fails to register within one month of this notice will face closure and sealing as per the rules framed under the Prevention of Cruelty to Animals Act, 1960,” Jesudoss added.

Meanwhile, Kartick Satyanarayan, Co-founder of Wildlife SOS and executive member of Friendicoes, said it “is a welcome move for pet owners as it will help eradicate cruelty and the illegal trafficking of exotic pets, and ensure better welfare and care for animals housed in pet shops as well as with breeders”.

“Mandatory registration of dog breeders will also help streamline health checks and promote ethical pet ownership. Unethical breeding in puppy mills often produces puppies with birth defects, genetic issues, and compromised health, leading to pain and suffering for the animals and burdening pet owners with costly veterinary care,” he said.

“This sometimes results in large-scale abandonment of pets with health and behaviour issues at shelters like Friendicoes, which then become financially burdened.

“Therefore, mandatory registration for dog breeders and pet shops by the national regulatory body will help address these unethical practices that plague our community. This is the need of the hour,” Satyanarayan emphasised.

Animal activist Ridhima Saraswat also highlighted the urgency of enforcing registration for pet shops and dog breeding centres across the city.

“There are numerous pet and dog breeding shops in the city that operate while often neglecting basic standards. Many of these shops house animals in poor living conditions, with compromised hygiene and inadequate safety measures, like a lack of fire equipment,” she said.

“Different breeds are often crammed together, creating stressful and unsafe environments. The people running these shops are also typically untrained, which underscores the need for strict enforcement of registration,” Saraswat added.

Delhi Elections: Former Delhi Chief Minister and Aam Aadmi Party (AAP) convener Arvind Kejriwal on Saturday asked Delhi residents to re-elect his party’s government in the upcoming assembly elections.

Kejriwal made the remark while addressing a rally on the occasion of Vishwakarma Puja at at Transport Nagar.

“You don’t need to pay water bills. Form our government again in February and I will waive off your water bills. During Sheila Dikshit’s time, there used to be power cuts for 8 hours. Now we are providing 24-hour electricity,” Kejriwal said.

Stating that he was not a politician like leaders from other parties, the AAP leader added, “For the past 10 years, I have worked for the development of the people. I have been educated by the institute of the country, so I know how to work.”

He claimed that when he was in jail in connection with a case related to the Delhi liquor policy scam case, the lieutenant governor was running the city government and people got inflated water and electricity bills.

“Vote for those who have worked. I am not saying that vote for the AAP. Ask the BJP what they have done for your children; I challenge them to show one single work they have done for the people of Delhi,” PTI quoted him as saying.

The elections for the Delhi Legislative Assembly are due in February next year.

Meanwhile on Friday, the BJP claimed that Delhi’s air quality had worsened due to AAP and Kejriwal’s failure to repair the city’s damaged roads by October 31 and not the firecrackers burst on Diwali.

Leader of Opposition in the Delhi Assembly Vijender Gupta, who visited the Shastri Park area on Friday, claimed hundreds of roads in the city were lying in disrepair despite promises by former chief minister Kejriwal and his successor Atishi to repair them before Diwali.
